WARNING: this will remove quality from currently placed blocks

switched from block state to level data to store quality

  • this allows users to add support for blocks which do not retain quality when placed, by adding them to the quality_food:quality_blocks block tag
  • this is also more compatible in terms of retaining quality when being re-planted etc.
