add screen shake common /impactful

port some code from latest efm in order to fix the screen flickering

1. add frequency of screen shake
2. add screen shake command
3. Prevent the smaller screen shakes cover by the larger ones
4. change default present of weapon categories' setting(if you wand to load the new present , delete the original common config)
